  • Overview

    The Strategic Sourcing Manager is responsible for overseeing the contracting and purchasing of goods and services. This position must work and think independently; duties of this position are to be completed under minimal guidance. Discretion in handling assigned responsibilities, including the ability to resolve problems and exercise good judgment while maintaining confidentiality. Functions are to be completed in a timely manner with acceptable quality.


    • Work with functional areas of the organization to negotiate contracts for the purchase of goods and services with an optimal balance of price, terms and quality
    • Work with internal departments to gather and interpret business requirements and develop related sourcing strategies
    • Research vendor/supplier capabilities, identify target vendors/suppliers for consideration
    • Lead sourcing projects involving Requests for Proposals (RFP), Request for Information (RFI), Supplier Selection, and Supplier Assessment processes
    • Lead assessment of quotations submitted and selection of vendors/suppliers
    • Lead vendor cost and budget negotiations and strategies and coordinate with other departments (i.e. legal) for review of new contracts as well as contract amendments
    • Develop and manage supplier relationships including post contract performance management, and acting as liaison between vendors the organization
    • Lead management and maintenance of electronic procurement system
    • Review contracts and agreements and follow-up on unusual items prior to approval
    • Assist with creation and/or review of purchase orders
    • Identify, evaluate, and provide cost savings opportunities
    • Develop and ensure compliance with procurement policies and practices
    • Champion strategic sourcing best practices and educate employees on Sourcing and Procurement processes and procedures
    • Demonstrate continuous effort to improve processes cooperatively and jointly to provide quality customer service
    • Other duties as assigned


    • Bachelor’s degree with a minimum of five (5) years of leadership/management experience in business, negotiating, contracting and sourcing in the public service procurement environment
    • Knowledge of managing supplier relationships, governance, and risk principles, practices, procurement methods and procedures, including buying and contract negotiation
    • Ability to participate and inspire a team in sourcing and procurement activities
    • Strong interpersonal and problem-solving skills; able to work collaboratively with all levels of staff and external partners to maximize performance, creativity, problem solving and results
    • Demonstrate attention to detail and a high level of accuracy and work with confidential information; exercise sound judgment and strong project management skills
    • Have demonstrated skill at delivering outstanding customer service while managing relationships; a can-do attitude and work style that supports teamwork, collaboration and positive relationships that compliments the work environment and customer
    • Be adaptable to shifting priorities
    • Possess strong organizational and analytical skills
    • Fluency in English; excellent written and verbal communication skills, as well as presentation skills to communicate clearly, concisely and effectively
    • Position-relevant computer experience including Microsoft Office and procurement systems software
